Whatcom Docs have more health information.
Variances from setbacks are requested for towers.
John Watts detailed all of his blogs on the subject of coal (how nice of you, John!).

The Transportation Planner from Billings, Montana is now a party of record. Wonder why, and wonder if there might be scoping meetings in Billings?
9 Days Left to Comment. It might be your last chance.
Who knows, Whatcom County Council might pass an interim ordinance permitting coal ports outright without environmental review, and then claim you can't challenge the ordinance because the six months is over.
Not that they would ever do such a thing. http://getwhatcomplanning.blogspot.com/2011/05/zombie-laws.html
